City of Chicopee, Law Department City Hall, Market Square 17 Springfield Street Chicopee, MA 01013-2776 Dear Attorney Pikula: I have received the petition of Andrew Quemere appealing the response of the City of Chicopee (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, on August 17, 2020, Mr. Quemere requested “[l]ogs of all public records requests submitted to the municipality between 2016 and the present…” The City responded on August 18, 2020, providing responsive records redacted pursuant to the attorney-client privilege, as well as attorney work product. Contesting the application of the claimed exemptions to the requested records, Mr. Quemere petitioned this office, and SPR20/1412 was opened as a result. Subsequent to the opening of this appeal, the City provided a response to Mr. Quemere via email on August 19, 2020 addressing his concerns. Whereas the basis of this appeal was opened as a result of the City’s August 17th response, I will now consider this administrative appeal closed. Mr. Quemere may appeal the substantive nature of the City’s August 19th response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
