The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records September 30, 2020 SPR20/1708 Marissa Cameron Chelmsford Police Records Chelmsford Police Department 3 Olde North Road Chelmsford, MA 01824 Dear Ms. Cameron: I have received the petition of Stanley Mazurczyk appealing the response of the Chelmsford Police Department (Department) to a request for public records. G. L. c. 66, §10A; see also 950 C.M.R. 32.08(1). Specifically, on August 27, 2020, Mr. Mazurczyk requested, “…digital copies of civilian complaints against Chelmsford police officers received, filed, and/or processed in 2015. Please make certain to include received but not filed and/or processed complaints.” The Department provided a response on September 11, 2020. Unsatisfied with this response, Mr. Mazurczyk petitioned this office, and SPR201708 was opened as a result. Current Appeal In its September 11th response, the Department states “the Supervisor of Records already addressed this request in SPR17/1317. Therefore, there will be a charge to produce such records. Please let me know if you would like a cost estimate regarding your request.” Conclusion This matter has been addressed in SPR17/1317, in which I found the Department had met its burden to assess a fee for the production of responsive records. Accordingly, I will now consider this administrative appeal closed. Sincerely, Rebecca S.
