The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records September 30, 2020 SPR20/1838 Janice E. Thompson Assistant City Solicitor City of Worcester Law Department 455 Main Street, Room 301 Worcester, MA 01608 Dear Attorney Thompson: I have received the petition of Hector E. Pineiro appealing the nonresponse of the City of Worcester Law Department (City) to his request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Pineiro filed a request seeking fourteen (14) categories of records in connection with the “detention, handcuffing, and transportation to a Worcester area hospital of a 10-year old autistic child by a Worcester Police Officer that arose during a police encounter.” Claiming to not yet have received a response, Mr. Pineiro petitioned this office and this appeal, SPR20/1838, was opened as a result. Conclusion It is my understanding a representative of the City provided a response to the requestor dated September 22, 2020. Accordingly, I will consider this administrative appeal closed.
