G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically on October 15, 2020, Ms. Kiesel requested the following records, “1.) A list of all the police officers and APD staff--or other officers contracted through NEMLEC--that worked security and detail at the September 10, 2020 Back the Blue rally and the three counter-protests that took place across the street from Town Hall, on the lawn of First Parish UU Church at the Corner of Mass Ave and Park Street and in front of Whittemore Park (to clarify I am not asking only for officers stationed in those exact places locations only, but any working security/detail for these events) … including … information as to whether these officers were compensated as detail workers or for overtime and if so … how much APD officers were compensated for monitoring these events. [2.] …. any and all emails to and from the employee email addresses for the following [named] APD staff from September 1, 2018 through the end of December 31, 2019 with the following words or phrases: "APPA," "AAPOA," "Arlington Police Patrolmen's Association," (as well as "Arlington Police Patrolmens' Association") "Arlington Police Patrol Officers Association," (as well as "Arlington Police Patrol Officers' Association" and "Arlington Police Patrol Officer's Association"), "award," "Massachusetts Police Association," and "MPA." Raymond T. Santilli SPR20/1982 Page 2 October 20, 2020 Previous appeal This request was the subject of a previous appeal. See SPR20/1868 Determination of the Supervisor of Records (October 15, 2020). Unsatisfied with the response, Ms. Kiesel appealed and SPR20/1982 was opened as a result. Subsequent to the intervention by a staff attorney of the Public Records Division, I learned that the Town responded to Ms. Kiesel’s request with a subsequent response sent on October 19, 2020. Whereas the basis of this appeal was opened as a result of the Town’s September 18th response, I will now consider this administrative appeal closed.
