Murray Supervisor of Records October 29, 2020 SPR20/1996 Ms. Shirley Schult Town of Billerica 365 Boston Road Billerica, MA 01821 Dear Ms. Shirley Schult: I have received the petition of Mr. Kevin Goscila appealing the nonresponse of the Town of Billerica (Town) to his request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Goscila submitted a request for “all police reports regarding Civilian Complaints for Police Officers between the dates of January 1, 2016 and September 11, 2020” within the possession of the Town. Claiming to not yet have received a response, Mr. Goscila petitioned this office and this appeal was opened as a result. I learned that a representative from the Town intends on providing a written response to Mr. Goscila to his respective request. Accordingly, the Town is ordered to provide Mr. Goscila with a response made in accordance with the Public Records Law, its Access Regulations and this order within 10 business days. It is preferable to send an electronic copy of the response to this to this office at pre@sec.state.ma.us. Mr. Goscila may appeal the substantive nature of the Department’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
