Murray Supervisor of Records October 28, 2020 SPR20/2002 Elizabeth Gaffey Town Clerk – Records Access Officer Town of Walpole 135 School Street Walpole, MA 02081 Dear Ms. Gaffey: I have received the petition of Julie Ciollo appealing the response of the Town of Walpole (Town) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, on September 24, 2020, Ms. Ciollo requested electronic copies of: 1. All records, including correspondence concerning road work, paving or maintenance performed on Grover Street in Walpole between January 1, 2020 and today (September 24, 2020); and 2. All records, including correspondence concerning sewer and water leaks on Grove Street in Walpole between January 1, 2020 and today (September 24, 2020). On September 28, 2020 via email, Rick Mattson provided records responsive to Ms. Ciollo’s request. On September 29, 2020, Ms. Ciollo contacted the Town to inquire whether the production of records on September 28th was a complete response to her public records request. Ms. Ciollo indicates that there are several categories of records that she expected to find in the Town’s email attachment of records, but she did not. As a result, on October 16, 2020, Ms. Ciollo petitioned the Supervisor of Records (Supervisor), and this appeal was opened. By email, a Senior Attorney in the Public Records Division followed up with you and Mr. Mattson to see whether further requested records had been, or were in the process of being provided to Ms. Ciollo since her October 13, 2020 email to Mr. Mattson and this office’s notification of the appeal referenced above. On October 27, 2020, the Town’s Legal Counsel Michele Randazzo, of KP Law, P.C., informed this office that the Town has conducted a further search for records and will provide Ms. Ciollo with a supplemental response.
