Howey appealing the response of the City of Worcester (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, on November 1, 2020, S. Howey requested, “all Computer Aided Dispatch Transcripts (CADs), Calls For Service Reports, all incident reports, all incident logs, all fire department reports, all EMS documents and all log book entries pertaining to 470 Pleasant St from Sept. 1, 2020 to Oct. 31, 2020.” In an email to this office dated November 3, 2020, S.
