Legal Counsel/Records Access Officer Soldiers’ Home in Holyoke 110 Cherry Street Holyoke, MA 01040 Dear Attorney Yankopoulos: I have received the petition of Matthew Rocheleau of the Boston Globe appealing the nonresponse of the Soldiers’ Home in Holyoke (Home) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, on November 10, 2020, Mr. Rocheleau requested the following records within the possession of the Home: • Any/all audio/video recordings, agendas, meeting packets, and meeting minutes, as well as any/all draft versions of agendas and meeting minutes, for each meeting of the Holyoke Soldiers’ Home Board of Trustees between December 1, 2015 and July 31, 2016, including but not limited to audio/video recordings, agendas, meeting packets, and meeting minutes for regular monthly meetings, executive session meetings, and special meetings; • Any/all job postings or other documents outlining the job description, duties, responsibilities, required qualifications, and/or preferred qualifications for the opening of superintendent/administrator of the Holyoke Soldiers Home in 2016. A representative of the Home issued a response dated November 27th requesting a five (5) business-day extension. See G. L. c. 66, § 10(b)(vi). Claiming to not yet have received responsive records, Mr. Rocheleau petitioned this office and this appeal, SPR20/2512, was opened as a result. Mr. Rocheleau petitioned this office appealing the substantive nature of the Department’s response. See 950 C.M.R. 32.08(1). The substantive nature of the response is currently being reviewed in SPR20/2528. Accordingly, I will consider this administrative appeal closed. Sincerely, Rebecca S.
