G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 4, 2020, Dr. Curtis-Whipple requested “all documents and records, including emails, text messages and any communications from you, all WEA board members, MTA representatives, WEA membership, and non-union WPS employees” relating to a specific matter. Please note, the Massachusetts Public Records Law applies only to records created or received by a local or state government entity. Please be advised that records in the custody of Massachusetts Teachers Association are outside the jurisdiction of the Public Records Law as the Association is not a governmental entity. See 950 C.M.R. 32.02. Accordingly, whereas this office has no jurisdiction over records of the Association, I am unable to assist Dr. Curtis-Whipple any further in this matter. Sincerely, Rebecca S.
