City Clerk City of Woburn 10 Common Street Woburn, MA 01801 Dear Attorney Campbell: I have received the petition of Jasmine Parthasarathy appealing the response of the City of Woburn (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 24, 2020, Ms. Parthasarathy requested the following records: “1. All invoices and contracts (whether signed or in draft form) between any City department (including but not limited to Woburn Public Library and the Woburn Public Library Board of Trustees) and Melwood Global; 1/1/2019-present. 2. All emails to or from any City employee, appointee, or elected official (including but not limited to WPL Board of Gmail - Public Records Request … Trustees) related to Melwood Global and/or [a named individual] 1/1/2019-present.” Based upon a conversation between a Public Records Division staff attorney and a City representative, it is my understanding that the City intends on providing a subsequent response to Ms. Parthasarathy. Accordingly, the City is ordered to provide Ms. Parthasarathy with a response to her request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Parthasarathy may appeal the substantive nature of the City's response within ninety days.
