The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records February 16, 2021 SPR21/0253; SPR21/0255; SPR21/0268 Noelia Valdez Records Access Officer City of Framingham Health Department 150 Concord Street Framingham, MA 01702 Dear Ms. Valdez: I have received the petitions of Frank Wood appealing the response of the Framingham Health Department (Department) to requests for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 19, 2021 and January 20, 2021, Mr. Wood made 3 separate requests seeking various emails within the Department’s possession. On February 2, 2021 and February 3, 2021, the Department responded stating, “[it is] extending the deadline which is granted under G.L. c. 66, s. 10(b).” Unsatisfied with the Department’s responses, Mr. Wood petitioned this office and these appeals, SPR21/0253, SPR21/0255, and SPR21/0268 were opened. Subsequently, I learned that the Department intends to provide a supplemental response to Mr. Wood to address his concerns. Accordingly, the Department is ordered to provide Mr. Wood with said response to the requests, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten business days. A copy of any such response(s) must be provided to this office. It is preferable to send an electronic copy of this response(s) to this office at pre@sec.state.ma.us. Mr. Wood may appeal the substantive nature of the Department’s response(s) within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
