Cullen Massachusetts Military Division Legislative Liaison Joint Force Headquarters 2 Randolph Road, Bldg. 1505 Hanscom AFB, MA 01731-3001 Dear Mr. Cullen: I have received the petition of Don Keeran of the Association to Preserve Cape Cod appealing the response of the Massachusetts National Guard (Guard) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 19, 2021, Mr. Keeran requested “… copies of all public comments received during the 30 day public comment period for the final Environmental Assessment and draft Finding of No Significant Impact for the proposed Multi-Purpose Machine Gun Range at Camp Edwards, Joint Base Cape Cod.” Unsatisfied with the Guard’s response, Mr. Keeran appealed and SPR21/0261 was opened as a result. Subsequently, I learned that the Guard responded to Mr. Keeran’s request with a subsequent response sent on February 4, 2021. Whereas the basis of this appeal was opened as a result of the Guard’s January 29th response, I will now consider this administrative appeal closed. Mr. Keeran may appeal the substantive nature of the Guard’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely. Rebecca S.
