Silvia, Director Communications & Administrative Resolution Department of Correction 50 Maple Street Milford, MA 01757 Dear Ms. Silvia: I have received the petition of Joseph Severino appealing the nonresponse of the Massachusetts Department of Correction (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 1, 2021, Mr. Severino requested, a copy “of the proposed changes to 103 CMR 481, Inmate Mail dated January 10, 2021.” Claiming to not yet have received a response, Mr. Severino petitioned this office and SPR21/0271 was opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that the Department responded to Mr. Severino’s request with a response sent on February 9, 2021. Whereas the basis of this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Mr. Severino may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
