G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 22, 2021, Mr. Seferian requested, “information on behalf of the Massachusetts Community College Council (MCCC) about funding from the Federal CARES Act on November 12, 2020 to the [named] lead negotiator for the Board of Higher Education (BHE)…” Claiming to not yet have received a response, Mr. Seferian petitioned this office and SPR21/0354 was opened as a result. Subsequently, I learned that the College intends on providing a written response to Mr. Seferian addressing his concerns. Accordingly, the College is ordered to provide Mr. Seferian with a response to his request consistent with the Public Records Law, its Access Regulations and this order within 10 business days. It is preferable to send an electronic copy of the response to this to this office at pre@sec.state.ma.us. Mr. Seferian may appeal the substantive nature of the College’s response within ninety days.
