The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records March 4, 2021 SPR21/0436 Todd Palmer Super Records Access Officer City of Framingham 150 Concord Street, Room 205 Framingham, MA 01702 Dear Mr. Palmer: I have received the petition of Frank Wood appealing the nonresponse of the City of Framingham Health Department (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 1, 2021, Mr. Wood requested emails and related attachments sent or received by a named individual on January 29, 2021 and January 30, 2021. This request is referenced by the City as request #2021-0225. Claiming to not yet have received responsive records, Mr. Wood petitioned this office and this appeal, SPR21/0436, was opened as a result. It is my understanding a representative of the City spoke to a staff member of the Public Records Division on March 4, 2021 and indicated the City intends on providing a subsequent response. Accordingly, the City is ordered to provide Mr. Wood with a response to the request in a manner consistent with this order, the Public Records Law and its Access Regulations within ten (10) business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Wood may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S. Murray Supervisor of Records cc: Ms. Noelia L.
