The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records March 4, 2021 SPR21/0457 & SPR21/0458 Shawn A. Williams, Esq. Director of Public Records City of Boston 1 City Hall Plaza, Room 615 Boston, MA 02201 Dear Attorney Williams: I have received the petitions of Allison Jarmanning appealing the nonresponse of the City of Boston (City) to her requests for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Ms. Jarmanning submitted two requests for records pertaining to internal affairs investigations or discipline of an identified individual and “contract, agreement, email, memo or other record describing the scope of work, payment, timeline or other relevant information between the city and Tamsin R. Kaplan and/or the Davis Malm law firm.” Claiming to not yet have received a response, Ms. Jarmanning petitioned this office and these appeals were opened as a result. Subsequent to the intervention by a staff member of the Public Records Division, I learned that a representative from the City intends on providing written responses to Ms. Jarmanning respective requests. Accordingly, the City is ordered to provide Ms. Jarmanning with responses made in accordance with the Public Records Law, its Access Regulations and this order within ten business days. It is preferable to send an electronic copy of each response to this to this office at pre@sec.state.ma.us. Ms. Jarmanning may appeal the substantive nature of the City’s responses within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
