Murray Supervisor of Records March 16, 2021 SPR21/0554 Andrea Stone Public Records Coordinator Springfield Police Department 130 Pearl Street Springfield, MA 01105 Dear Ms. Stone: I have received the petition of Amy Codagnone, Esq. appealing the response of the Springfield Police Department (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Attorney Codagnone requested the following records regarding 2 identified Officers: “1. Any and all records relating to or referring to any internal affairs investigation of [the 2 identified Officers]; 2. Any records of witness statements given in connection with any internal affairs investigation of [the 2 identified Officers]; 3. Any and all records of any complaints in connection with any internal affairs investigation of [the 2 identified Officers]; 4. Any and all records of any note made in connection with any internal affairs investigation of [the 2 identified Officers]; 5. Any and all records relating to complaints filed against [the 2 identified Officers], whether by civilians or persons within the Springfield Police Department; 6. Any and all records of any interviews conducted made in connection with any internal affairs investigation of [the 2 identified Officers][.]” The Department provided a response on January 25, 2021, including certain responsive records. Unsatisfied with the Department’s response, Attorney Codagnone petitioned this office and this appeal, SPR21/0554, was opened as a result. Subsequent to the opening of this appeal, in an email correspondence on March 8, 2021, the Department notified this office that it intends on providing Attorney Codagnone with a subsequent response. Andrea Stone SPR21/0554 Page 2 March 16, 2021 Conclusion Accordingly, the Department is ordered to provide Attorney Codagnone with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Attorney Codagnone may appeal the substantive nature of the Department’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
