See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 24, 2021, Mr. Friedman requested “…emails between any members of the city council where the recipients (to, carbon copy, and/or blind carbon copy) of the email would create a quorum from January 2020 through the date you [City] answer this request.” Claiming to not yet have received responsive records, Mr. Friedman petitioned this office and this appeal was opened as a result. It is my understanding the City provided a response dated March 16, 2021 to Mr. Friedman’s request. Whereas the basis of this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. Mr. Friedman petitioned this office appealing the substantive nature of the City’s response. See 950 C.M.R. 32.08(1). The substantive nature of the response will be reviewed in appeal SPR21/0649.
