Muldoon appealing the nonresponse of the Executive Office of Public Safety and Security (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 23, 2021, Mr. Muldoon requested the following records: [1] A copy of the Interdepartmental Service Agreement (ISA) between the EOPSS and the Department of Correction (DOC) involving the sum of $2,417,254.60, and which was subsequently increased to the sum of $2,567,251.60. Additionally, should include all addendums and/or attachments related directly or indirectly to the ISA; [2] All documents that would identify whether the sums in category #1 above were derived from a larger grant or award of Federal Financial Assistance secured by the EOPSS; [3] All documents related to such assurance(s) from the Federal Financial Assistance, as defined under 28 C.F.R. 504(b); [4] All documents related to assurances executed by the EOPSS and related to the larger grant or award of Federal Financial Assistance referred to in category #2; [5] All documents that would identify or relate to grants or awards of Federal Financial Assistance to the EOPSS during the years 2017-2020, including all assurances. Claiming to not yet have received responsive records, Mr. Muldoon petitioned this office and this appeal, SPR21/0635, was opened as a result.
