The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records April 8, 2021 SPR21/0739 Todd Palmer Public Records Officer City of Framingham 150 Concord Street Framingham, MA 01702 Dear Mr. Palmer: I have received the petition of Susan Petroni appealing the response of the City of Framingham (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 17, 2021, Ms. Petroni requested “… all emails received and sent at [an identified] … city [email] address … between February 24-28, 2021[.]” On March 22, 2021, the City responded and produced responsive records. Unsatisfied with the City’s response, Ms. Petroni petitioned this office and SPR21/0739 was opened as result. Based upon a conversation between a Public Records Division staff member and a City representative, it is my understanding that the City intends on providing a subsequent response to Ms. Petroni. Accordingly, the City is ordered to provide Ms. Petroni with a response to her request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Petroni may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
