The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records April 14, 2021 SPR21/0816 Kevin W. Mulvey, J.D. Superintendent Quincy Public Schools 34 Coddington Street Quincy, Massachusetts 02169 Dear Superintendent Mulvey: I have received the petition of Mary Whitfill of The Patriot Ledger appealing the response of the Quincy Public Schools (School) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 26, 2021, Ms. Whitfill requested, “[a]ny and all records pertaining to disciplinary action of [named] teacher over the course of his career. I am also requesting his teaching history as it pertains to which schools taught at and when.” The School responded on March 29th. Unsatisfied with the School’s response, Ms. Whitfill petitioned this office and as a result SPR21/0816 was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a School representative, it is my understanding that the School intends on providing a subsequent response to Ms. Whitfill. Accordingly, the School is ordered to provide Ms. Whitfill with a response to the request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Whitfill may appeal the substantive nature of the School's response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
