The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records April 14, 2021 SPR21/0823 Todd Palmer Super Records Access Officer City of Framingham 150 Concord Street Framingham, MA 01702 Dear Mr. Palmer: I have received the petition of Framingham Unfiltered appealing the response of the City of Framingham (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Framingham Unfiltered requested: “…the receipts from Framingham Salvage, or whomever the City is using for scrap metal recovery from the building and grounds. We want to see the weight of the materials disposed of, the breakdown of the metals, if available and paid. Dates of receipts/documentation for this first request we want from 1/1/2019 through 3/18/2021…” Based upon a conversation between a Senior Attorney in the Public Records Division and a representative from the City, it is my understanding that the City intends on providing a response to Framingham Unfiltered to address the request. Conclusion Accordingly, the City is ordered to provide Framingham Unfiltered with a response, in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Framingham Unfiltered may appeal the substantive nature of the City’s response within ninety days.
