Murray Supervisor of Records April 14, 2021 SPR21/0824; SPR21/0826 Todd Palmer Records Access Officer City of Framingham 150 Concord Street Framingham, MA 01702 Dear Mr. Palmer: I have received the petition of Brian Petrini-Smith appealing the response of the City of Framingham (City) to two requests for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 14, 2021, Mr. Petrini-Smith requested records of “all emails sent or received by [three individuals] on [a specified date] which include [specific addresses in the header].” On March 15, 2021, Mr. Petrini-Smith requested the “schedule for [a specific week and] all emails sent and received by [a named individual] on [a specified day].” On March 29, 2021, the City indicated it would respond to both requests by April 20, 2021. Unsatisfied with the City’s response, Mr. Petrini-Smith appealed, and SPR21/0824 and SPR21/0826 were opened as a result. I understand that a representative from the City intends to provide a written response to Mr. Petrini-Smith with respect to both requests. Accordingly, the City is ordered to provide Mr. Petrini-Smith with a response in accordance with the Public Records Law, its Access Regulations no later than April 20th. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Petrini-Smith may appeal the substantive nature of the City’s response within ninety days.
