The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records April 22, 2021 SPR21/0897; SPR21/0898 James M. Kreidler, Jr. Town Administrator Town of Townsend 272 Main Street Townsend, MA 01469 Dear Mr. Kreidler: I have received the petitions of Gordon Clark appealing the nonresponse of the Town of Townsend (Town) to his requests for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Clark requested records of internal affairs investigations of Townsend police employees and certain executive session minutes. Claiming to not yet have received a response, Mr. Clark petitioned this office and these appeals were opened as a result. Despite being notified of the opening of these appeals and communication from a staff member of the Public Records Division, it remains unclear whether the Town has provided a response. As such, the Town is ordered to provide Mr. Clark with a written response. Said response shall be made in accordance with the Public Records Law, its Access Regulations and this order within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Clark may appeal the substantive nature of the Town’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
