Stone Public Records Coordinator City of Springfield Office of the City Clerk 36 Court Street, Room 123 Springfield, MA 01103 Dear Ms. Stone: I have received the petition of Ardil Innis appealing the nonresponse of the City of Springfield (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 1, 2021, Mr. Innis requested, “… colored copies of [his] front mug shot … and … [his] side mug shot and copy of [his] intake sheet … related to [an identified] warrant and [identified] incident.” Claiming to not yet have received responsive records, Mr. Innis petitioned this office and SPR21/1062, was opened as a result. Based on a communication between a Public Records Division staff member and a City representative, it is my understanding that the City intends on providing a subsequent response to Mr. Innis. Accordingly, the City is ordered to provide Mr. Innis with a response, consistent with the Public Records Law and its Access Regulations, within ten (10) business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Innis may appeal the substantive nature of the City’s response within ninety (90) days.
