Records Access Officer Massachusetts State Police 470 Worcester Road Framingham, MA 01702 Dear Attorney Staples: I have received the petition of Nathaniel Story of MuckRock News appealing the response of the Department of State Police (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 9, 2021, Mr. Story requested, “… a roster of all sworn personnel of the Massachusetts State Police … includ[ing] the following information: MSPID … rank e.g. Trooper, Sergeant, etc.[,] full name [,] statewide employee id (number used for statewide payroll) [,] division/unit/troop [,] [and] any other fields that exist with this data[.]” The Department responded on April 27, 2021. Unsatisfied with the Department’s response, Mr. Story appealed and SPR21/1083 was opened as a result. Based upon a conversation between a Public Records Department staff attorney and a Department representative, it is my understanding that the Department intends on providing a subsequent response to Mr. Story. Accordingly, the Department is ordered to provide Mr. Story with a response to his request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Story may appeal the substantive nature of the Department's response within ninety days.
