Stone Public Records Coordinator Springfield Police Department 130 Pearl Street Springfield, MA 01105 Dear Ms. Stone: I have received the petition of Nathaniel Story of MuckRock News appealing the response of the City of Springfield (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 30, 2021, Mr. Story requested, “… all cases stored [in a particular] database … [from] 2010 to present… [and] spreadsheets of all the complaints … contained in the database [including] complaint number, name of officer or employee …, id number and/or badge number … incident date and nature of the complaint disposition.” The City responded on April 30, 3031. Unsatisfied with the response Mr. Story appealed and SPR21/1120 was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a City representative, it is my understanding that the City intends on providing a subsequent response to Mr. Story. Accordingly, the City is ordered to provide Mr. Story with a response to his request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Story may appeal the substantive nature of the City’s response within ninety days.
