The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records June 9, 2021 SPR21/1354 Marissa Cameron Chelmsford Police Records Chelmsford Police Department 3 Olde North Road Chelmsford, MA 01824 Dear Ms. Cameron: I have received the petition of Stanley Mazurczyk appealing the response of the Chelmsford Police Department (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 13, 2021, Mr. Mazurczyk requested, “… all records pertinent to this year’s re-accreditation effort. That would include copy(ies) of; fees, police man- hours spent and required to maintain re-accreditation status, hours Department spent during 2018-2021 cycle training its force to comply with those standards, copy of re-accreditation certificate, and correspondence with accrediting entity.” On March 1, 2021, the Department provided a response including a fee estimate of $1,403.48. Unsatisfied with the Department’s response, Mr. Mazurczyk appealed, and SP21/1353 was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a Department representative, it is my understanding that the Department intends on providing a subsequent response to Mr. Mazurczyk to address his concerns. Accordingly, the Department is ordered to provide Mr. Mazurczyk with a response to his request in a manner consistent with the Public Records Law and its Access Regulations as soon as is practicable. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Mazurczyk may appeal the substantive nature of the Department's response within ninety days. See 950 C.M.R. 32.08(1).
