Staples, Esq. Massachusetts Department of State Police General Headquarters 470 Worcester Road Framingham, MA 01702 Dear Attorney Staples: I have received the petition of Adam Bradley appealing the nonresponse of the Department of State Police (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Bradley requested several categories of records within the possession of the Department including: “1. Trace/Arson and explosives unit report writing policy for years (2012 through 2015); 2. MSP Crime laboratory Quality and assurance manual for years (2012 through 2015); 3. Copy of the citizens SP340 complaint filed by Adam Bradley #2018-0172, including, but not limited to any and all reports, documents and conclusions regarding the investigation.” Claiming to not yet have received a response, Mr. Bradley petitioned this office and this appeal was opened as a result. Subsequent to the request for an appeal, I learned that the Department responded to Mr. Bradley’s request with a response sent on June 10, 2021. Where the basis of this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Mr. Bradley may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
