Murray Supervisor of Records June 29, 2021 SPR21/1496 Todd Palmer Super Records Access Officer City of Framingham 150 Concord Street Framingham, MA 01702 Dear Mr. Palmer: I have received the petition of Olufunmilola Shelly appealing the response of the City of Framingham to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 14, 2021, Ms. Shelly requested the following: [1]…any emails sent or received by any member of the licensing board, or the licensing board group email, or by any administrator working on behalf of the licensing board which mention [named location] since April 1 2021. [2] …a list of all calls for service to the former [named location] since April 1 2021…any police reports at that location since April 1 2021…any complaints emailed to the police leadership in regards to [named location]. [3] …all emails between [named email address] and any of the following [named persons] between 1/1/2021 and 06/13/2021. On June 14, 2021, the City responded. Unsatisfied with the City’s response, Ms. Shelly petitioned this office and SPR21/1496 was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a City representative, it is my understanding that the City intends on providing a subsequent response to Ms. Shelly. Accordingly, the City is ordered to provide Ms. Shelly with a response to her request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Shelly may appeal the substantive nature of the City's response within ninety days. See 950 C.M.R. 32.08(1).
