G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Arsenault requested all records of recommendation for employment or promotion for certain individuals since January 1, 2015; all contracts with Ryan Winmill and The Winmill Group, LLC since January 1, 2018; and all emails and text messages sent or received between Thomas Turco and Ryan Winmill from and including January 1, 2020. Having received no response, he petitioned our office. Subsequent to the opening of these appeals, the Department provided a response on July 20, 2021. In light of this response, I will consider these administrative appeals closed. If issues remain unresolved, Mr. Arsenault may appeal the substantive nature of the Department’s response within 90 days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
