Records Access Officer Department of Revenue Child Support Enforcement Division 100 Cambridge Street Boston, MA 02114 Dear Attorney Clayman: I have received the petition of Josh Coffin appealing the response of the Department of Revenue (Department) to a request for public records. G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On May 23, 2021, Mr. Coffin requested the following: 1. All "Vendor Applications" for All Fourteen (14) of the Massachusetts (MA) Sheriff's Departments from the time period of 2006 to the present (which are required by DOR once every three (3) years, as referenced in the attached letter); 2. The latest version of the "DOR's Licensed Constable and Sheriff Handbook," as referenced in the attached letter; 3. The document, memorandum, or "other terminology which I am not aware of" containing the DOR's required "background checks" (as referenced in the attached letter as "passing background checks"); 4. A copy of DOR's "training manual," which DOR conducts training from for their "Vendors" (as referenced in the attached letter). On June 30, 2021, the Department responded and provided an additional response on July 6, 2021. Unsatisfied with the Department’s responses, Mr. Coffin petitioned this office and this appeal, SPR21/1814, was opened as a result. Subsequent to the intervention by a staff attorney of the Public Records Division, I learned that the Department responded to Mr. Coffin’s request with a further response sent on July 28, 2021. Where the basis of this appeal was opened as a result of the Department’s June 30th and July 6th responses, I will now consider this administrative appeal closed. Mr. Coffin may appeal the substantive nature of the Department’s response within ninety days. See 950 C.M.R. 32.08(1).
