General Counsel Barnstable County Sheriff’s Office 6000 Sheriff’s Place Bourne, MA 02532 Dear Attorney Buckley: I have received the petition of Karina Wilkinson appealing the nonresponse of the Barnstable County Sheriff’s Office (Office) to her request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 30, 2021, Ms. Wilkinson requested the following records: [1.] … documents containing current inmate calling service (ICS) provider phone rates and site commission percentage(s) [and] any amendments to the contract including rate or commission changes. [2.] … documents indicating whether the video visitation option in the current contract was implemented, and, any documents or amendments indicating changes in the rates or commissions. [3.] … documents containing the same information on tablets … [4.] … documents containing information concerning revenues, phone and video call volumes, and phone call minutes for the period July 1, 2020 to the present. Claiming to not yet have received a response, Ms. Wilkinson petitioned this office and this appeal, SPR21/2096, was opened as a result. Subsequently, I learned that the Office provided a response to Ms. Wilkinson dated August 19, 2021. Where this matter was opened based upon the Office’s lack of a written response, I will now consider this administrative appeal closed. Ms. Wilkinson may appeal the substantive nature of the Office’s response within ninety days. See 950 C.M.R. 32.08(1).
