The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records September 1, 2021 SPR21/2104 Patricia Scanlan, Esq. Primary Records Access Officer Executive Office of Health and Human Services 1 Ashburton Place, Room 1109 Bellingham, MA 02108 Dear Attorney Scanlan: I have received the petition of Frank Wood appealing the response of the Executive Office of Health & Human Services (Office) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 9, 2021, Mr. Wood requested, “…date of hire for [Named Person]…start date for [Named Person]…job description and salary information. Seeking any application documentation, cover letter, or resume for [Named Person]. Seeking the offer letter that [Named Person] received. Seeking a signed version of the cover letter.” On August 18, 2021, the Office responded. Unsatisfied with the Office’s response, Mr. Wood petitioned this office and this appeal, SPR21/2104, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and an Office representative, it is my understanding that the Office intends on providing a subsequent response to Mr. Wood. Accordingly, the Office is ordered to provide Mr. Wood with a response to his request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Wood may appeal the substantive nature of the Office’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
