Murray Supervisor of Records September 14, 2021 SPR21/2205 Damaris Ruiz Acting Town Clerk Lawrence Police Department 90 Lowell Street Lawrence, MA 01840 Dear Ms. Ruiz: I have received the petition of Attorney Debbie F. Freitas of Freitas & Freitas, LLP appealing the response of the Lawrence Police Department (Department) to her request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 1, 2021, Attorney Freitas submitted a request for records relating to a certain police gang database. Previous appeals The requested records were the subject of previous appeals. See SPR21/0498 Determination of the Supervisor of Records (March 10, 2021); SPR21/0822 Determination of the Supervisor of Records (April 15, 2021); SPR21/1716 Determination of the Supervisor of Records (July 15, 2021). The Department responded on August 17, 2021. Unsatisfied with the response, Attorney Freitas petitioned this office and this appeal, SPR21/2205, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a Department representative, it is my understanding the Department intends on providing a subsequent response to Attorney Freitas to address her concerns. Accordingly, the Department is ordered to provide Attorney Freitas with a response to her request in a manner consistent with the Public Records Law and its Access Regulations within ten (10) business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Attorney Freitas may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
