Assistant City Solicitor City of Brockton 45 School Street Brockton, MA 02301 Dear Attorney Cogliano: I have received the petitions of Sean Hempseed appealing the response of the Town of Brockton Police Department (Department) to requests for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 26, 2021, Mr. Hempseed requested, “… a digital log file of all police officers and staff persons (names of persons, title of person, date of issue, has been warned to stop certain action) who were made to deal with disciplinary matters or issues of any kind from today going backward chronologically…I am only asking for as much of any logs of disciplinary actions from today, to yesterday and the day before.” On September 7, 2021, the Department responded. Unsatisfied with the response, Mr. Hempseed petitioned this office and these appeals, SPR21/2325 and SPR21/2326, were opened as a result. Subsequently, I learned that the Department responded to Mr. Hempseed’s requests with further responses sent on September 17, 2021, and September 20, 2021. Where the basis of these appeals were opened as a result of the Department’s September 7th response, I will now consider this administrative appeal closed. Mr. Hempseed may appeal the substantive nature of the Department’s subsequent responses within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
