G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Ms. Wilkinson seeks, “documents containing inmate calling service (ICS) provider phone, email and video calling rates and site commission percentages,” including: [1] the current contract for video visitation in correctional facilities in the county, if any; [2] any amendments including phone rate or site commission changes; [3] any documents indicating whether video visitation has been implemented; [4] any documents and amendments indicating rates and commissions for video visits; [5] any documents indicating charges and site commission rates for tablets and tablet use, if any; [6] any documents containing information concerning phone, video and audio call volumes, call minutes, and revenues for the period January 1, 2020 to the present. The Public Records Law Under the Public Records Law and the Access Regulations (Regulations) all requests for public records must be met with a response within 10 business days from receipt of the request. G. L. c. 66, § 10(a)-(b). The response may contain, among other things, an offer to provide records, a fee estimate for provision of the records, or a denial. G. L. c. 66, § 10(b). All records custodians must comply with both the Public Records Law and the Regulations with respect to the timeliness of response. Despite being notified of the opening of this appeal, no response has been provided.
