The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records October 12, 2021 SPR21/2484 Michael Vigneux Records Access Officer City of Worcester Police Department 911 Lincoln Square Worcester, MA 01608 Dear Mr. Vigneux: I have received the petition of Peter Jasper appealing the response of the City of Worcester Police Department (Department) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Mr. Jasper requested records relating to an identified case. The Department provided Mr. Jasper with the police reports in redacted format. Upon review of the file, it appears that Mr. Jasper mailed a copy of his original written request and the redacted reports. However, Mr. Jasper did not provide any written response he may have received from the Department, nor did Mr. Jasper indicate his reason for filing an appeal with the Supervisor of Records (Supervisor). Mr. Jasper is reminded that all petitions for appeal "shall specifically describe the nature of the requestor's objections to the response or failure to timely respond." 950 C.M.R. 32.08(1)(f). Mr. Jasper may wish to clarify this matter and his objections to the Department’s provision of the reports. See 950 C.M.R. 32.08(1)(g) (requestors shall provide to the Supervisor complete copies of all correspondence associated with the petition). Accordingly, I am unable to opine on this appeal at this time. If Mr. Jasper seeks to file an appeal with the Supervisor with the necessary correspondence, this office will be able to open a new appeal. Sincerely, Rebecca S.
