Murray Supervisor of Records October 8, 2021 SPR21/2489 Mike Vigneux Records Access Officer City of Worcester 455 Main Street Worcester, MA 01608 Dear Mr. Vigneux: I have received the petition of Kevin Ksen appealing the response of the City of Worcester (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 2, 2021, Mr. Ksen requested: [1] A copy of whatever yearly reports exist calculating MBE and WBE purchasing contracts for 2017, 2018, 2019, [and] 2020[;] [2] A copy of whatever reports exist covering those years that show where we’re succeeding or falling short[;] [3] Copies of all existing planning documents and communications related to the possible ways to spend and/or distribute Federal/State ARPA or any other coronavirus relief funds over the period of May 1, 2021 – present[;] [4] Copy of all communications w/ State/Federal bodies in regards to the guidelines and allowable uses for COVID relief funds[, and;] [5] Copy of any documents listing the contact information for State and Federal personnel who are serving or will serve to monitor and review reporting on the distribution of funds. On August 16, 2021, the City responded. Unsatisfied with the response, Mr. Ksen petitioned this office and this appeal, SPR21/2489, was opened as a result. After a telephone call with a representative of the City, it is my understanding that the City met with Mr. Ksen on October 5, 2021 to narrow his request and subsequently provided responsive records on October 8, 2021. Accordingly, I will consider this administrative appeal closed. Mr. Ksen may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
