Murray Supervisor of Records October 14, 2021 SPR21/2549 Jennique Horrigan Department Records Access Officer Mayor’s Office Department City of Framingham 150 Concord Street Framingham, MA 01702 Dear Ms. Horrigan: I have received the petition of “The New FU Spotlight Team” (Framingham Unfiltered) appealing the response of the City of Framingham (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 17, 2021, Framingham Unfiltered requested “all emails sent or received by [five named individuals], which contain the text ‘Message from’ in the subject line . . . in the email format and preserv[ing] the attached WAV file” for a specified date range. The City responded on October 1, 2021, providing numerous records and withholding others pursuant to Exemptions (b), (c), and (o) of the Public Records Law. Unsatisfied with the City’s response, Framingham Unfiltered appealed, and this case was opened as a result. Based on a phone conversation between this office and a representative for the City on October 5, 2021, I understand that the City intends to provide a supplemental response. Accordingly, said response must be provided to Framingham Unfiltered in a manner consistent with the Public Records Law and its Regulations within ten business days. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. If issues remain unresolved, Framingham Unfiltered may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1).
