Murray Supervisor of Records October 8, 2021 SPR21/2578 Kristen Estelle Goshen Town Clerk 40 Main Street Goshen, MA 01032 Dear Ms. Estelle: I have received the petition of Sean Hempseed appealing the response of the Town of Goshen to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). Specifically, Mr. Hempseed requested “any notes or records made by elected, appointed, or hired officials from the meeting where the select board met to discuss the creation of a host community agreement policy against cannabis operators,” and “that meeting agenda… [and] who was in attendance.” Unsatisfied with the response, he petitioned our office. Subsequent to the opening of this appeal, the Town notified this office that the request has been forwarded to the appropriate parties within the Town to provide a response. Said response must be provided in a manner consistent with this order, the Public Records Law and its Regulations within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. If Mr. Hempseed is unsatisfied, he may appeal the substantive nature of the Town’s response within 90 days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
