Murray Supervisor of Records October 21, 2021 SPR21/2631 Jacqueline Cook Records Access Officer Lowell Police Department 50 Arcand Drive Lowell, MA 01852 Dear Ms. Cook: I have received the petition of Cora Flynn appealing the nonresponse of the Lowell Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 9, 2021, Ms. Flynn requested “[a]ll summons, subpoenas, court orders, search warrants, preservation requests, and/or any other requests sent by the Department to Snapchat and/or Snap Inc…from September 1, 2019 to September 1, 2021.” Claiming to not yet have received responsive records, Ms. Flynn petitioned this office and this appeal, SPR21/2631, was opened as a result. It is my understanding the Department is in the process of providing a response to Ms. Flynn’s request. As such, the Department is ordered to provide Ms. Flynn with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Access Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Flynn may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
