The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records October 27, 2021 SPR21/2700 Captain Michelle Mangino Records Access Officer (RAO) Bureau of Administration, Commander Revere Police Department 400 Revere Beach Blvd Revere, MA 02151 Dear Captain Mangino: I have received the petition of Christine Raymond from the Program on Human Rights and the Global Economy (PHRGE) appealing the response of the Revere Police Department (Department) to a request for public records. G. L. c. 66, §10A; see also 950 C.M.R. 32.08(1). On June 25, 2021, Lorraine Watkins, on behalf of PHRGE, requested records “that relate to or mention the department’s policies or practices relating to interactions with persons who are not US citizens and policies or practices relating to the Department’s interactions with Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), and the Department of Homeland Security (DHS).” The Department provided a response on July 19, 2021. Unsatisfied with Department’s response, Ms. Raymond petitioned this office and this appeal, SPR21/2700, was opened as a result. Based upon an October 27, 2021 email correspondence, a representative of the Department informed this office that the Department intends on providing a subsequent response to Ms. Raymond. Accordingly, the Department is ordered to provide Ms. Raymond and PHRGE with a response to her request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Raymond may appeal the substantive nature of the Department’s response within ninety days.
