Dzuris Public Records Compliance Officer Town of Chelmsford 50 Billerica Road Chelmsford, MA 01824 Dear Ms. Dzuris: I have received the petition of Stanley Mazurczyk appealing the response of the Town of Chelmsford (Town) to a request for public records. G. L. c. 66, §10A; see also 950 C.M.R. 32.08(1). On July 26, 2021, Mr. Mazurczyk requested the “… latest (July, 2021) unredacted invoices of these Verizon accounts and record of device upgrades.” Previous Appeals This request was the subject of previous appeals. See SPR21/2011 Determination of the Supervisor of Records (August 23, 2021); SPR21/2157 Determination of the Supervisor of Records (September 7, 2021); SPR21/2469 Determination of the Supervisor of Records (October 12, 2021); SPR21/2525 Determination of the Supervisor of Records (October 15, 2021). On September 22, 2021, the Town responded. Unsatisfied with the Town’s response, Mr. Mazurczyk petitioned this office and this appeal, SPR21/2720, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a Town representative, it is my understanding that the Town intends on providing a subsequent response to Mr. Mazurczyk. Accordingly, the Town is ordered to provide Mr. Mazurczyk with a response to the request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Mazurczyk may appeal the substantive nature of the Town's response within ninety days.
