The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records November 2, 2021 SPR21/2750 Amy Kane Department Records Access Officer Schools Department City of Framingham 150 Concord Street Framingham, MA 01702 Dear Ms. Kane: I have received the petition of Olufunmilola Shelly appealing the response of the City of Framingham (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 12, 2021, Ms. Shelly requested “emails between 1/1/2018 and 12/31/2019 between [two named individuals] [and] emails between 1/1/2018 and 12/31/2019 between [two other individuals].” The City responded on October 20, 2021, providing a fee estimate. Objecting to the fees, Ms. Shelly appealed, and this case was opened as a result. Subsequent to the opening of this case, I learned that the City provided an updated fee estimate to Ms. Shelly on October 25, 2021. Where the basis of this appeal was the City’s October 20th fee estimate, I will now consider this administrative appeal closed. Ms. Shelly may appeal the substantive nature of the City’s updated fee estimate within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
