Murray Supervisor of Records December 6, 2021 SPR21/3086 Christopher Noone Paralegal Specialist Records Access Officer Department of State Police Office of the Chief Legal Counsel 470 Worcester Road Framingham, MA 01702 Dear Mr. Noone: I have received the petition of Friedrich Lu appealing the response of the Department of State Police (Department) to a request for public records. G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On November 22, 2021, Mr. Lu requested: (a) name of state trooper [with a certain badge number]; (b) name of black state trooper…who was with [the trooper with the certain badge number]...at the intersection of [a named location at a certain time]; (c) name of the perpetrator (black male) that the above two troopers interacted with in that time frame; (d) any public record(s) that [the trooper with the certain badge number] might have produced as a result of the above event. If Department of State Police is going to withhold it or them, state the reason(s) as required by the statute. On November 22, 2021, the Department provided a response. Unsatisfied with the Department’s response, Mr. Lu petitioned this office and this appeal, SPR21/3086, was opened as a result. Subsequently, the Department provided a supplemental response on December 6, 2021. In light of this, I will consider this administrative appeal closed.
