The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Rebecca S. Murray Supervisor of Records December 9, 2021 SPR21/3103 Gayle Tickel Records Access Officer Old Colony Correctional Center One Administration Road Bridgewater, Massachusetts 02324 Dear Ms. Tickel: I have received the petitions of Joshua Carrier appealing the response of the Old Colony Correctional Center (Center) to requests for public records. G. L. c. 66, § l0A; see also 950 C.M.R. 32.08(1). On September 4, 2021, Mr. Carrier requested various records regarding a named program in the Center. On November 10, 2021 the Center provided a response. Unsatisfied with the Center’s response, Mr. Carrier petitioned this office and this appeal, SPR21/3103, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a representative from the Center, it is my understanding that the Center intends on providing a subsequent response to Mr. Carrier. Accordingly, the Center is ordered to provide Mr. Carrier with a response to his request in a manner consistent with the Public Records Law and its Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Carrier may appeal the substantive nature of the Center’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Rebecca S.
