G.L. c. § 10A; see also 950 C.M.R. 32.08(1). On October 26, 2021, Mr. Tobin requested, “the policy and procedure manual for special education required under the SEPPS agreement.” On November 29, 2021, the City provided a response. Unsatisfied with the City’s response, Mr. Tobin petitioned this office and this appeal, SPR21/3114, was opened as a result. Subsequently, while this appeal was pending, the City provided a supplemental response on December 8, 2021 indicating that the records that Mr. Tobin had requested are available online for him to view.
