G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On October 25, 2021, Mr. Craw requested: [1] A copy of the complete SOQs submitted in response to the RFQ for [a referenced construction project] for all CM/GC respondents[,] qualified or not [and;] [2] A copy of the SOQ Evaluation score card for all the CMs/GCs. On November 16, 2021, the City provided a response. Unsatisfied with the City’s response, Mr. Craw petitioned this office and this appeal, SPR21/3188, was opened as a result. Subsequently, I learned that the City intends on providing a supplementary response to Mr. Craw. Accordingly, the City is ordered to provide Mr. Craw with a written response in accordance with the Public Records Law, its Regulations, and this order within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Mr. Craw may appeal the substantive nature of the City’s response within ninety days.
