Murray Supervisor of Records January 21, 2022 SPR22/0031 Carly Premo Melo Super RAO Technology Services Department City of Framingham 150 Concord St. Framingham, MA 01702 Dear Ms. Melo: I have received the petition of Olufunmilola Shelly appealing the response of the City of Framingham Technology Services Department (City) to a request for public records. G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 28, 2021, Ms. Shelly requested: “… all emails sent or received by the town forms system (foiadirect@townforms.com) that contains the following words/phrases, “2021-2327”. Date range from 12/15/2021-present. Please include all attachments…all emails sent or received by [named persons], or the technology series RAO that contains the following words/phrases “2021-2327”. Date range from 12/15/2021-present. Please include all attachments.” On January 6, 2022, the City responded. Unsatisfied with the City’s response, Ms. Shelly petitioned this office and this appeal, SPR22/0031, was opened as a result. Based upon a conversation between a Public Records Division staff attorney and a City representative, it is my understanding that the City intends on providing a subsequent response to Ms. Shelly. Accordingly, the City is ordered to provide Ms. Shelly with a response to her request in a manner consistent with the Public Records Law and its Access Regulations within 10 business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Shelly may appeal the substantive nature of the City’s response within ninety days.
